RIITE is the official Rhode Island state chapter of the Institute of Transportation Engineers. Established in 2006, RIITE aims to promote the professional development of its members, support and encourage education, develop public awareness programs and serve as a conduit for networking and  the exchange of professional information.

Current Officers

President: Peter Pavao, Vanasse Hangen Brustlin, Inc.

Peter is a Transportation Engineer with VHB in Providence. He has extensive experience in transportation planning, corridor and intersection operations and safety evaluations, conceptual and final transportation design, traffic impact analysis, institutional and commercial transportation analysis, and sustainable transportation systems. Mr. Pavao has also served as the Project Engineer for numerous Road Safety Assessments throughout the State. Mr. Pavao graduated from the University of Rhode Island in 2006 with a B.S. in Civil Engineering. He is a Professional Engineer in the State of Rhode Island and has been a member of the Rhode Island Chapter of the Institute of Transportation Engineers since 2009 and has served as the liaison for the student membership, helping current engineering students interact with the civil engineering profession.

Vice President: Philip Viveiros, McMahon Associates

Philip is a Project Manager with McMahon Associates’ southern New England office, located in Taunton, MA. He has over 15 years of experience in the transportation planning and engineering fields, including development of traffic signal designs, signing and pavement marking plans, shop drawing reviews and final signal inspections, peer reviews of various development projects, and planning efforts for municipalities, including projects in Providence and Pawtucket. Mr. Viveiros earned a Bachelor of Science degree from the Massachusetts Institute of Technology in 1996 and a Master of Science degree from the University of Massachusetts-Amherst in 2001.  He is a Registered Professional Engineer in Rhode Island and Massachusetts, as well as a certified Professional Traffic Operations Engineer.  Mr. Viveiros has been a member of the Rhode Island Chapter of the Institute of Transportation Engineers since 2010, serving as membership coordinator for the Chapter.

Secretary: Joe Frawley, MassDOT District 3

Joe is the District Traffic Operations Engineer for the Massachusetts Department of Transportation – Highway Division’s District 3 office in Worcester, MA.  He is responsible for the design, operation, and maintenance of traffic control devices on MassDOT owned roadways in District 3.  Mr. Frawley has been involved with the design and review of many MassDOT projects, including the Washington Square reconstruction project in Worcester, which replaced a rotary with the first multi-lane roundabout built in New England. He graduated from Worcester Polytechnic Institute with a Bachelor of Science degree in Civil Engineering in 2003.  Mr. Frawley is a Registered Professional Engineer in Massachusetts, and has been a member of the Rhode Island Chapter of the Institute of Transportation Engineers since 2013.

Treasurer: Kayla Cabral, Vanasse Hangen Brustlin, Inc.

Kayla is a Transportation Engineer with VHB in Providence. She has experience in roadway safety assessments, conceptual and final transportation design, traffic impact analysis, and institutional transportation analysis. Ms. Cabral graduated from the University of Rhode Island in 2014 with a B.S. in Civil Engineering. She has been a member of Rhode Island Chapter of the Institute of Transportation Engineers since 2014 and has served as membership coordinator, student chapter liaison, and the scholarship committee coordinator.

Immediate Past President: Derek Hug, Fuss & O’Neill, Inc.

Derek is a Project Manager for Fuss & O’Neill, Inc. in Providence. He has experience in a wide variety of civil, traffic and transportation engineering and planning projects, and working as part of large interdisciplinary teams. These projects include complete streets, roadway design, design of bicycle, pedestrian, and equestrian facilities, transportation planning and analysis, traffic signal design, roundabout analysis and design, traffic calming planning and design, and parking lot design. A 1998 graduate from the University of Rhode Island with a Bachelor’s Degree in Civil and Environmental Engineering, Mr. Hug worked at Barkan & Mess Associates in Branford, CT for three years before joining Fuss & O’Neill in 2001. He is a registered Professional Engineer in Rhode Island, Massachusetts, and Connecticut. In addition, he is recognized as a Professional Traffic Operations Engineer. He has been a member of the Rhode Island Chapter of the Institute of Transportation Engineers since 2007.
